1.Introduction

Problem of rising-prices is the burning problem at present. Prices of all things have been rising very rapidly. They have gone up twenty times.

2.Causes of rising prices-

(i) A developing country

India is a developing country. In a developing country prices are bound to go up.

(ii) Hoarding tendency-

There is no actual shortages of anything in the country. But there is shortage of honesty only. The businessman create artificial shortage of foodgrains. So the price go up day by day.

(iii) Population explosion-

Our population is increasing very rapidly. Now our population is more than 138 crores. Food grains have not increased in proportion of increase in population.

(iv) Deficit financing-

The deficit financing in the plans is also responsible for the roaring prices.

(v) Useless plans-

Much money is spent on some plans which do not seem to be useful.

(vi) Increase in the prices in raw materials

Producers say that there is a rise in the prices of raw materials. So there is an increase in the manufacturing cost.

(vii) Defective taxation policy-

Some people say that the taxation policy is defective and needs change to bring the prices down.

(viii) Investments-

The government is making investments in the industries which will show the benefits after a long time.

(ix) No adjustment between demand and supply-

There is no proper adjustment between supply and demand.

(x) Fault with officials-

Some government officials are corrupt. They are quite indifferent towards the seriousness of the problem.

3.Remedy-

The rising prices should be checked at once. The government should take drastic steps against hoarding and black-marketing. Production should be increased. Distribution of national wealth should be made fair and effective. The government must take over the trade of important food grains such as wheat, rice and sugar. The circulation of black money must be controlled at all costs. The check on growing population should be brought under control. Deficit budgets should be discouraged. Sense of patriotism must be created by our leaders who should be far above corruption. Public should co-operate with the government. Our slogan must be “Down with Prices.”

4.Conclusion

If these suggested steps are taken, the prices will surely go down. Of what use are our plans if the life of the common people is full of misery? Our government must realise this truth and check the ever rising prices.

उत्तर

1. परिचय

बढ़ती कीमतों की समस्या वर्तमान समय की ज्वलंत समस्या है। सभी चीजों के दाम बहुत तेजी से बढ़ रहे हैं। वे बीस गुना ऊपर गए हैं।

2. बढ़ती कीमतों के कारण-

(i) एक विकासशील देश

भारत एक विकासशील देश है। एक विकासशील देश में कीमतें बढ़ना तय है।

(ii) जमाखोरी की प्रवृत्ति- देश में किसी चीज की वास्तविक कमी नहीं है। लेकिन ईमानदारी की ही कमी है। व्यवसायी खाद्यान्नों की कृत्रिम कमी पैदा करता है। इसलिए कीमत दिन-ब-दिन बढ़ती जाती है।

(iii) जनसंख्या विस्फोट- हमारी जनसंख्या बहुत तेजी से बढ़ रही है। अब हमारी आबादी 138 करोड़ से ज्यादा है। जनसंख्या वृद्धि के अनुपात में खाद्यान्नों में वृद्धि नहीं हुई है।

(iv) घाटे की वित्त व्यवस्था- योजनाओं में घाटा वित्तपोषण भी बढ़ती कीमतों के लिए जिम्मेदार है।

(v) बेकार की योजनाएँ- कुछ योजनाओं पर बहुत पैसा खर्च किया जाता है जो उपयोगी नहीं लगती हैं।

(vi) कच्चे माल की कीमतों में वृद्धि उत्पादकों का कहना है कि कच्चे माल की कीमतों में इजाफा हुआ है। इसलिए मैन्युफैक्चरिंग कॉस्ट में बढ़ोतरी हुई है।

(vii) दोषपूर्ण कराधान नीति- कुछ लोगों का कहना है कि कराधान नीति दोषपूर्ण है और कीमतें कम करने के लिए इसमें बदलाव की जरूरत है।

(viii) निवेश- सरकार उद्योगों में निवेश कर रही है जिसका लाभ लंबे समय बाद दिखाई देगा।

(ix) मांग और आपूर्ति के बीच कोई समायोजन नहीं- आपूर्ति और मांग के बीच कोई उचित समायोजन नहीं है।

(x) अधिकारियों की गलती- कुछ सरकारी अधिकारी भ्रष्ट हैं। वे समस्या की गंभीरता के प्रति बिल्कुल उदासीन हैं।

3.उपाय-

बढ़ती कीमतों पर तुरंत लगाम लगनी चाहिए। सरकार को जमाखोरी और कालाबाजारी के खिलाफ सख्त कदम उठाने चाहिए। उत्पादन बढ़ाया जाए। राष्ट्रीय धन के वितरण को निष्पक्ष और प्रभावी बनाया जाना चाहिए। सरकार को गेहूं, चावल और चीनी जैसे महत्वपूर्ण खाद्यान्नों के व्यापार को अपने हाथ में लेना चाहिए। काले धन के संचलन को हर कीमत पर नियंत्रित किया जाना चाहिए। बढ़ती जनसंख्या पर लगाम कसनी चाहिए। घाटे वाले बजट को हतोत्साहित किया जाना चाहिए। हमारे नेताओं द्वारा देशभक्ति की भावना पैदा की जानी चाहिए जो भ्रष्टाचार से बहुत ऊपर होना चाहिए। जनता को सरकार का सहयोग करना चाहिए। हमारा नारा “कीमतों के साथ नीचे” होना चाहिए।

4.निष्कर्ष

यदि ये सुझाए गए कदम उठाए जाते हैं, तो कीमतें निश्चित रूप से कम हो जाएंगी। यदि आम जनता का जीवन दु:खों से भरा हो तो हमारी योजनाएँ किस काम की? हमारी सरकार को इस सच्चाई को समझना चाहिए और लगातार बढ़ती कीमतों पर रोक लगानी चाहिए।
